Community Sailing of Colorado (CSC) was founded in 1994 by Steve Frank, who moved to Colorado from the Boston area with a vision of expanding access to sailing for youth in a landlocked state. Steve began gathering donated boats and launched a few small youth sailing camps using a handful of older sailboats. What started as a grassroots effort quickly grew into a full summer program, eventually outgrowing its original site and relocating to Cherry Creek Reservoir.
Since 2010, CSC has expanded to include adult programming and an Adaptive Sailing Program for individuals with disabilities. In 2014, the organization added a second location in Boulder, ultimately doubling its programming and broadening its reach across the Front Range.
In 2024, CSC continued evolving its offerings by adding adult windsurfing and wing foiling programs, further expanding access to wind sports and creating new pathways for enjoying wind on the water.
CSC works closely with many partner organizations throughout the region to expand access and bring sailing to a more diverse population. Through these partnerships, CSC is able to reduce barriers, provide free to low cost programming, and customized on-water experiences for groups who might not otherwise have the opportunity to sail.
CSC is a nonprofit, non-yacht club, and non-membership based organization that truly values the community as a whole with a mission to “Make Sailing in Colorado Accessible to All. Teach Skills, Build Confidence & Have Fun.”

Meet Our Team

Angelina Norris
Executive Director
Angelina began the first decade of her career teaching 4th and 5th grade in the Maryland public school system before joining CSC. Raised on the coast of Southeast Georgia, she developed a deep love for the water and the environment through time spent on her dad’s sailboat, kayaking, and skimboarding.After moving to Maryland, she spent her summers instructing and managing camps on the Chesapeake Bay, where she discovered a passion for sailing and windsurfing. Most recently, wing foiling has become her newest adventure on the water.Angelina is thrilled to call Colorado home and to continue sharing her love for the water with others, especially those who may not have previously had the opportunity or access to experience it.

Zoe Fernandez
Assistant Director
Zoe grew up sailing in Florida at a summer sailing program much like ours. From ages 5 to 12 she attended as a camper, 13 to 15 she volunteered, and 16 to 21 she instructed – all at the very same camp. Between semesters at the CU Boulder College of Music, she was thrilled to learn that she could keep on sailing and teaching in her new home, Colorado – of all places! At CSC, she quickly progressed from Sailing Instructor to Shore Director, and is now on the team year-round as our new Assistant Director. With the renewal of her sailing passion, and CSC’s connection to DSA, she broke into the racing scene. Zoe is thrilled to have found sailing in the most unexpected of places and is eager to share her passion with sailors of all backgrounds.
